About this bond

What it is and who needs it.

What the provider bond actually guarantees

Texas regulates driving safety (defensive driving / ticket-dismissal) course providers through TDLR under Education Code Chapter 1001. A provider license is conditioned on a $10,000 surety bond, set by §1001.209 — distinct from the $10,000 main bond and $5,000 branch bonds on the driver-education side.

The bond is a student-protection guarantee. It stands behind the provider’s obligations to students — chiefly the refund of prepaid course fees if the provider fails to deliver, and compliance with the driving-safety rules and student fee requirements.

TDLR requires the bond to match the provider license, and files a wet-ink original, so we mail it to you to sign and submit. It is not insurance for you — if the surety pays a student claim, you repay the surety.

Tex. Educ. Code §1001.209 (TDLR)Texas driving safety course providers are licensed by TDLR under Education Code Chapter 1001, with §1001.209 conditioning the license on a $10,000 corporate surety bond. The bond is payable to TDLR and may be used for refunds due a student, for unpaid fees or penalties assessed by the executive director or the commission, and for costs associated with course completion certificate numbers; it must match the provider license and runs for a period corresponding to the license term. Confirm the amount on your TDLR application.

FAQ

Common questions.

How much is the Texas driving safety provider bond? The premium is $125 flat — set by our carrier’s rate book for this specific bond, the same for every provider. The $10,000 amount is set by §1001.209, so there is no quote process.
Do I pay the $10,000?No. You pay $125. The $10,000 is the surety’s maximum liability if a valid student claim is made against the bond — not a deposit, and nobody holds your money.
Is this the same as the driver-education bond?No — they are separate. Driving safety (defensive-driving) providers post this $10,000 bond under §1001.209. Driver-education providers post a $10,000 main bond plus a $5,000 bond per branch location. Pick the one that matches your TDLR license.
Why is the original mailed?TDLR files a wet-ink original, and the Principal (you) must sign it before filing. We mail the original and email a PDF copy the same day.
Is there a credit check? The application collects no credit information at all — small fixed-amount license bonds like this one don’t need it.
Which A-rated carriers underwrite these bonds?Typically Arch Insurance Company (A.M. Best A+) or Nationwide Mutual Insurance Company (A.M. Best A). Which one writes your bond depends on the bond type and your state. The carrier's name and official signature are printed on the bond you receive.
How do I contact Light RFP about this bond?Email insurance@lightrfp.com. It reaches the bond team at Light RFP Risk Management Services LLC (NY DFS License # PC-1978982). Write to us about quotes, applications, bond forms or certificates. We will respond within 24 hours.
