Virginia DMV Motor Carrier Services licenses intrastate passenger carriers and passenger brokers, and conditions a new applicant's operating authority on a $25,000 surety bond (form OA 435). The bond is a consumer-protection guarantee for the people who hire you.

It is a three-party arrangement: you (the principal), the surety carrier, and the Commonwealth (the obligee), with your passengers and customers as the protected parties. The bond protects anyone who suffers a loss from your fraud, misrepresentation, breach of contract, or other violation of the motor-carrier chapter.

The bond is required for the first three years from the date your operating-authority certificate issues, then it is released. You may file an irrevocable letter of credit (form OA 447) instead — but the surety bond is usually cheaper. It is not insurance for you — if the surety pays, you repay the surety.
