About this bond

What it is and who needs it.

What the lottery retailer bond covers

A lottery sales agent (retailer) sells Virginia Lottery tickets and collects the proceeds, which belong to the Commonwealth. Under Code of Virginia § 58.1-4009, before a license issues, a sales agent must be bonded (or provide other surety satisfactory to the Director) in an amount and penalty prescribed by Lottery regulation.

The bond is payable to the Virginia Lottery and conditioned on the faithful performance of the agent's duties — principally, remitting all funds owed to the Lottery. If a retailer fails to turn over ticket proceeds, the Lottery can recover against the bond.

Because the figure is set by regulation, the amount comes from your retailer packet rather than a single statutory number; in practice it commonly falls in a $20,000–$40,000 range, scaled to your expected sales. Enter the amount the Lottery set; pricing starts from $125, and the application collects no credit information at the standard amount.

Code of Virginia § 58.1-4009 (State Lottery Law)Under Code of Virginia § 58.1-4009, before issuing a lottery sales agent license, the Director may require the agent to be bonded by a surety entitled to do business in Virginia, in an amount and penalty prescribed by Lottery regulation (or to provide other satisfactory surety), payable to the Virginia Lottery and conditioned on faithful performance of the agent's duties. Confirm your required amount on your retailer packet.

FAQ

Common questions.

How much is the Virginia lottery retailer bond?Pricing is 2% of your bond amount plus a $25 fee, $125 minimum. The amount itself is set by Virginia Lottery regulation — confirm the figure on your retailer packet; it commonly falls in a $20,000–$40,000 range. Enter it and your exact price appears in the application.
Does every retailer need a bond? Not necessarily — § 58.1-4009 lets the Director require a bond (or other satisfactory surety) before a license issues. Whether one is required, and in what amount, comes from Lottery regulation and your retailer packet.
What does the bond guarantee?Faithful performance of your duties as a sales agent — chiefly remitting all lottery proceeds owed to the Commonwealth. If you fail to remit, the Virginia Lottery can recover against the bond; if the surety pays, you repay the surety.
Is there a credit check? The application collects no credit information at the standard amount, and most applications approve instantly. If a check ever runs for a larger amount, it is a soft pull that never affects your credit score.
Where do I file it?With the Virginia Lottery, alongside your retailer license application. We issue the executed bond ready to submit.
Which A-rated carriers underwrite these bonds?Typically Arch Insurance Company (A.M. Best A+) or Nationwide Mutual Insurance Company (A.M. Best A). Which one writes your bond depends on the bond type and your state. The carrier's name and official signature are printed on the bond you receive.
How do I contact Light RFP about this bond?Email insurance@lightrfp.com. It reaches the bond team at Light RFP Risk Management Services LLC (NY DFS License # PC-1978982). Write to us about quotes, applications, bond forms or certificates. We will respond within 24 hours.
