Virginia taxes alternative fuel — fuel other than motor fuel that can power a highway vehicle — under the Virginia Fuels Tax Act, administered by the DMV. A provider of alternative fuel is the licensee who delivers that fuel into a vehicle supply tank or sells it for that use, and is liable for the tax.
