What the sign operator bond actually covers

TxDOT regulates outdoor advertising — billboards and other off-premise signs — along Texas highways under Transportation Code Chapter 391 and along rural roads outside city limits under Chapter 394. Before it licenses a sign operator, it requires a surety bond.

The bond secures the state for the cost of removing unlawful or abandoned signs. If a licensee puts up or maintains a non-compliant off-premise sign and does not take it down, TxDOT can recover the removal cost against the bond. The amount is tied to where you operate — $2,500 for each county in which you erect or maintain a sign, and no operator may be required to provide more than $10,000 in surety bonds (Transportation Code §391.064 for commercial signs, §394.0204 for off-premise signs).
