Engineering and Design Services
Purpose and Scope
The Village of Green Island is seeking to retain an engineering firm to provide preliminary and final design, right-of-way incidental and acquisition phases and construction inspection services for a Federally Funded project. Firms will be selected from the 2025 – 2028 LDSA Regional Consultant list for NYSDOT Region 1 to provide their services for the following project:

All work will be designed to AASHTO specifications and the NYSDOT Standard Specifications (Construction and Materials). English Standard Units will be used.
Preliminary Design will include but not be limited to: preparation of the Design Approval Document (identifying, assessing and selecting a feasible design alternative and its associated impacts), topographic and right-of-way survey and mapping, evaluation of cost and environmental factors, and preparation for attendance and participation at public informational meetings and/or hearings. Final design will include but not be limited to: development of roadway and sidewalk plan, preparation of right-of-way plans and acquisition maps, work zone traffic control during construction, and preparation and submission of final plans, specifications, and estimate (PS&E) for the project.
Construction Support will include but not be limited to: providing technical support during construction on questions relating to the design, and providing assistance in construction bid proceedings, analysis of bids, and review of shop drawings, if necessary.
Construction Inspection will include but not be limited to: providing on-site construction inspection and oversight to ensure the quality of construction and conformity with the final plans and specifications, and preparation of as-built plans.
The Village Selection Committee will review the Proposals and make a recommendation to Village of Green Island Board of Trustees. A presentation by the Consultants to the Selection Committee may be required prior to a final recommendation. Final selection of a design, right of way and engineering consultant will be made by the Village of Green Island through its delegated authority.
Background
The goals of this project are to correct the roadway pavement deficiencies that exist throughout the proposed project corridor and construct new ADA ramps and sidewalks as needed from Hudson Avenue to Dudley Avenue. Drainage modifications may be required to meet the new sidewalk throughout the proposed Arch Street project corridor.
Proposal Evaluations
The Village of Green Island will select the most highly qualified firm according to the following criteria, listed with rating value below:
Understanding of the scope of work (30%)
Experience with projects of similar scope, including proven record of successful completion (15%)
Qualifications and experience of personnel assigned to the project (20%)
Knowledge of and compliance with applicable Federal and State requirements (15%)
Project approach, logistics, and familiarity with the project (20%)
The proposal is to consist of no more than three (3) single sided pages providing supplemental information to the material submitted for the original LDSA RFQ. This supplemental information shall include current workload, current staffing, and address the project schedule including major tasks and target completion dates.
Submission of Qualifications
Interested firms should submit three (3) paper copies and one (1) electronic (USB) copy of their proposal to the Green Island Village Office, 20 Clinton Street, Green Island, New York 12183; Attention: Michele D. Bourgeois, Village Clerk; RE: Arch Street Reconstruction and Pedestrian Improvement Project on or before 11:00 a.m. on Wednesday, September 9, 2026. Electronic and late submittals will not be accepted. All inquiries regarding the Request for Qualifications shall be submitted, in writing, to the Village Clerk via email to micheleb@villageofgreenisland.com with “Arch Street Reconstruction and Pedestrian Improvements Project RFQ Questions” in the subject line, by 4:00 p.m. on Monday, August 31, 2026. A response from the Village to all inquiries will be emailed to all known vendors no later than 4:30 p.m. on Thursday, September 3, 2026. Only questions submitted through this process can be relied upon.
Terms and Conditions
Proposers are expected to examine all instructions carefully. Failure to do so will be at the proposer’s risk.
Each proposer shall furnish all information required in the proposal.
The Contract will be awarded to that responsible proposer whose submittal, conforming to the Request for Qualifications will be most advantageous to the Village of Green Island, all factors considered.
The Village of Green Island reserves the right to reject any or all RFQ’s and to waive informalities and minor irregularities in responses received, and to accept any portion of or all items proposed if deemed in the best interest of the Village of Green Island to do so.
No submittal shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the Village Board of Trustees or delegated representatives.
A signed contract by both parties furnished to the successful bidder results in a binding contract without further action by either party.
Late or unsigned proposals or those submitted solely by electronic submission will not be accepted or considered. It is the responsibility of bidders to ensure that their proposal arrives at the designated place prior to the time indicated in the “Request for Qualifications.”
The proposed project shall be exclusive of any Federal or State taxes from which the Village of Green Island is exempt by law.
Any interpretation, correction or change of the RFQ documents will be made by written Addendum. Interpretations, corrections and changes of the bid documents made in any other manner will not be binding, and bidder shall not rely upon such interpretations, corrections and changes. The Village Representative will not be responsible for oral clarification.
Confidential/Proprietary Information: Any restrictions on the use or inspection of material contained within the bid and any resulting contract shall be clearly stated in the bid itself. Confidential/proprietary information must be readily identified, marked and separated/packaged from the rest of the bid. Co-mingling of confidential/proprietary and other information is NOT acceptable. Bid information will not be considered confidential/proprietary unless specifically identified as such in the bid. Any information that will be included in any resulting contract cannot be considered confidential.
The Village of Green Island promotes the purchase/leasing of energy efficient, materials efficient and reduced toxic level products where availability, quality and budget constraints allow. Bidders are expected whenever possible to provide products that earn the ENERGY STAR and meet the ENERGY STAR specifications for energy efficiency with power management features enabled. Bidders are encouraged to offer products and equipment with post-consumer recycled-content materials. Products should be packaged and delivered with a minimum amount of recycled packaging that adequately protects the product but is not excessive.
