The City of Los Angeles (City) through its Community Investment Department (CID) is seeking a qualified and experienced project and construction management service provider (Service Provider) to provide project and construction management services for the Scope of Services listed below. CID reserves the right to cancel this RFB. It is expected that the Service Provider will be selected no later than August 28th, 2026 and a Contract/Agreement between the Subrecipient and the Service Provider entered into as soon as August 29th, 2026. All agreements related to this RFB are subject to CID’s General Manager’s approval.
PROGRAM OVERVIEW:
The Program seeks to increase economic development and growth in areas that have been historically underinvested, including the revitalization of commercial corridors by improving curb appeal and eliminating blight. Currently, there are nine (9) approved JEDI Zones consisting of hundreds of potential commercial façade improvement projects.
This RFB applies to the JEDI Zone: Van Nuys Boulevard Corridor JEDI Zone located on Van Nuys Boulevard is bounded by Bradley Ave to the northeast and Laurel Canyon Boulevard to the southwest., in Council District 7, in Los Angeles, California (Van Nuys Blvd. JEDI Zone map included as Exhibit A). More specifically, the following locations are the subject of this RFB:
Van Nuys Boulevard Corridor JEDI Zone - Van Nuys Blvd.
The service provider will provide project and construction management services for the Van Nuys Boulevard Corridor JEDI Zone facade improvement program, including oversight of exterior paint, signage, awnings, foam moldings, plaster or stucco repair, windows and/or door replacement, exterior lighting, anti-graffiti film, and other project-specific exterior improvements at three specified locations in Pacoima, CA. The final budget for each project will be based on specific improvements recommended per location, as detailed in the Schedule of Values (Exhibit B).
