This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QS0000013 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, in accordance with (IAW) the Revolutionary FAR Overhaul (RFO).
The applicable North American Industry Classification Standard Code is 238990. The small business size standard is $19.0 million. This is a Total Small Business Set-Aside requirement. All responsible small business sources may submit a quotation.
It is anticipated that a firm-fixed price purchase order will be awarded on a 100% small business competitive basis as a result of this synopsis/solicitation. Contractors having the expertise and capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation.

Closing date and time for receipt of offers is 3 September 2026 at 12:00 pm EDT. Quotes and questions shall be submitted by email to jeremy.a.wood@uscg.mil. Please indicate solicitation 70Z03826QS0000013 in the subject line. Phone calls WILL NOT be accepted.
In accordance with agency procedures, interested parties may request an independent review of the Agency Protest at a level above the Contracting Officer.
The contractor shall provide all labor, materials, equipment, tools, supervision, transportation, and other resources necessary to design, procure, fabricate, deliver, and install exterior signage at HMF 1, HMF 2, and Building 63. Work includes conducting a site survey, developing detailed drawings, submitting material and installation specifications, providing an implementation plan, and installing individual dimensional letters and an ALC logo. Letters must be non-metallic, weather-resistant, and UV-resistant. Installation shall be conducted on Saturdays and Sundays unless otherwise approved. The Government prefers completion before October 1, 2026.
