I. General Project Information
A. Overview
The City of Decatur, herein referred to as the City, is soliciting Statements of Qualifications (SOQs)

STREETS PLAN project, herein referred to as the Project.

RFQ and are determined by the City of Decatur to be sufficiently qualified may be deemed eligible and

B. Restriction of Communications
From the date of advertisement of this solicitation until the successful respondents are selected and
the award is officially announced, all firms are strictly prohibited from communicating in any way
regarding this solicitation or the associated scope of work with any City of Decatur staff members or
elected officials. This restriction applies to all potential respondents and will be strictly enforced.
The selected consultant shall provide development of the environmental document including all required special studies (History, Archaeology, Ecology, Freshwater Aquatic Surveys, Air, Noise, Ecology, and NEPA), preliminary construction, roadway, signing and marking, lighting and utility plans, final right-of-way plans (including revisions), erosion control plans, bridge plans, staging plans and construction plans (including revisions through project final acceptance) and construction services. All deliverables shall be in accordance with the Plan Development Process (PDP), Electronic Data Guidelines (EDG), GDOT Design Policy Manual (DPM), GDOT Drainage Manual, GDOT Bridge and Structures Design Manual, Plan Presentation Guide (PPG), NEPA, and the GDOT Environmental Procedures Manual. The scope also includes scoping/concept development, database preparation, environmental document preparation, preliminary design, right-of-way plans, and final design.
