Brookhaven Science Associates, LLC (BSA), the operating contractor for Brookhaven National Laboratory (BNL) under Contract No. DE-SC0012704 with the U.S. Department of Energy (DOE), is requesting quotations for Traffic Study and Safety Consulting Services.
The resultant contract will include a Firm-Fixed-Price traffic study and fixed hourly rates for additional traffic safety and engineering consulting services authorized during the contract period.
Services include, but are not limited to:
Traffic studies and operational analyses
Traffic data collection and field observations
Traffic safety evaluations
Review of roadway geometry, traffic control devices, signage, pavement markings, and pedestrian facilities
Technical memoranda and engineering recommendations
Conceptual engineering drawings and planning-level cost estimates (when requested)
Attendance at meetings and technical support

Award will be made to the responsive and responsible Vendor determined to be technically qualified through a evaluation of the Qualification Criteria and submitting the lowest total price in accordance with the solicitation.
Interested Vendors shall submit a completed Quotation Pricing Sheet and all required Qualification Criteria documentation by the quotation due date identified above. The complete solicitation package, including the Draft Contract, Statement of Work, Quotation Pricing Sheet, Qualification Criteria, and all applicable enclosures, is attached to this notice.
Questions regarding this solicitation shall be submitted in accordance with the instructions contained in the RFQ.
The Contractor shall provide traffic study and traffic safety consulting services in accordance with the attached Statement of Work. Services include one Firm-Fixed-Price traffic study, together with additional on-call professional traffic safety and engineering consulting services on an hourly-rate basis when authorized in writing by the BSA Technical Representative. Work may include field observations, traffic data collection and analysis, engineering evaluations, technical memoranda, engineering recommendations, conceptual engineering drawings, meeting attendance, and related traffic engineering support services. Deliverables include a Traffic Study Report with Findings and Recommendations within five weeks following written authorization, Supporting Engineering Analyses, Technical Memoranda, Engineering Recommendations, Conceptual Engineering Drawings, Meeting Attendance, and an Annual Summary at the end of each contract year.
