About this bond

What it is and who needs it.

What the bond actually guarantees

VDOT's Bonded Weigh Program lets material shipping sources certify the weight of materials hauled on VDOT projects instead of using a state-staffed scale. The person doing the weighing — the weighperson — must be certified by the Department and bonded to the Commonwealth.

The bond is a faithful-performance guarantee: the weighperson is bonded to the Commonwealth in the amount of $10,000 for the faithful observance and performance of the duties of the weighperson. The District Materials Engineer verifies the bond before certifying the person to weigh.

It is not insurance for you — if the surety pays a claim arising from inaccurate or dishonest weighing, you repay the surety. This is a VDOT program requirement, not a general weights-and-measures license; Virginia's public weighmaster statute (Title 3.2, Chapter 58) is a separate licensing scheme that does not itself require a surety bond.

VDOT Bonded Weigh ProgramUnder VDOT's Bonded Weigh Program, personnel performing the weighing must be certified by the Department and bonded to the Commonwealth of Virginia in the amount of $10,000 for the faithful observance and performance of the duties of the weighperson. A copy of the surety bond is submitted to the District Materials Engineer in whose district the shipping source is located. This is distinct from the public weighmaster license under Code of Virginia Title 3.2, Chapter 58, which carries a license fee but no surety bond.

FAQ

Common questions.

How much is the Virginia weighperson bond? The premium is $100 flat, the same for every weighperson. The $10,000 figure is set by the VDOT Bonded Weigh Program.
Do I pay the $10,000?No. You pay $100. The $10,000 is the surety's maximum liability to the Commonwealth for a weighing-related claim — not a deposit, and nobody holds your money.
Who requires this bond?VDOT, through its Bonded Weigh Program. A weighperson must be certified by the Department and bonded to the Commonwealth for $10,000; the District Materials Engineer verifies the bond before certifying the person.
Is this the same as a public weighmaster license? No. Virginia's public weighmaster license (Code of Virginia Title 3.2, Chapter 58) is a separate scheme that carries a license fee but no surety bond. This $10,000 bond is specific to the VDOT Bonded Weigh Program. Confirm which one applies to you.
Is there a credit check? The application collects no credit information, so most applications approve instantly. Small fixed-amount performance bonds like this rarely need one.
Which A-rated carriers underwrite these bonds?Typically Arch Insurance Company (A.M. Best A+) or Nationwide Mutual Insurance Company (A.M. Best A). Which one writes your bond depends on the bond type and your state. The carrier's name and official signature are printed on the bond you receive.
How do I contact Light RFP about this bond?Email insurance@lightrfp.com. It reaches the bond team at Light RFP Risk Management Services LLC (NY DFS License # PC-1978982). Write to us about quotes, applications, bond forms or certificates. We will respond within 24 hours.
