What the bingo conductor bond actually covers

Texas charitable bingo is governed by the Bingo Enabling Act — Occupations Code Chapter 2001 — and administered by the Lottery and Charitable Bingo division of the Texas Department of Licensing and Regulation, which took the program over when the Texas Lottery Commission was abolished on 1 September 2025. An authorized organization licensed to conduct bingo furnishes a bond or other security as part of that license.

The bond backs the bingo prize fee: conductors collect a statutory fee on bingo prizes and remit it to the state, and the bond stands behind that remittance. If a conductor fails to pay the prize fees it owes, the agency may forfeit all or part of the bond — §2001.514(c).

The amount is set by the agency and scales with the volume of prize fees your operation handles — there is no single statewide figure, and §2001.514(b) caps it at three times your average quarterly amount due. Bingo Enabling Act — Occupations Code ch. 2001, §2001.514The Texas Bingo Enabling Act (Occupations Code Chapter 2001) governs charitable bingo. Since 1 September 2025 it has been administered by the Lottery and Charitable Bingo division of the Texas Department of Licensing and Regulation, which took over from the abolished Texas Lottery Commission; the Act's "commission" is now the Texas Commission of Licensing and Regulation (§2001.002). Under §2001.514 each license holder must furnish security — a cash bond, a surety bond, certificates of deposit or other security the agency accepts — to secure payment of the fee on prizes. The agency sets the amount, taking into account what is or is expected to become due, and it may not exceed three times the license holder's average quarterly amount due.
