Connecticut General Statutes Chapter 247, Section 14-176 lets the Commissioner of Motor Vehicles issue a certificate of title and require a bond when not satisfied as to ownership or the absence of undisclosed security interests. The bond, filed on form H-113, is in an amount equal to twice the value of the vehicle as determined by the DMV, and is held for five years (returnable sooner if the vehicle is no longer registered in the state and the title is surrendered, absent a pending action).
