Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division (HCD) - West) hereby provides notice of its intent to award a sole-source, firm fixed service contract under RFO FAR 12.102-1 Simplified Procedures (See RFO FAR 12.102(b)) and Statutory Authority of 41 U.S.C. 1901 to Washington State Department of Health, 101 Israel RD SE Tumwater, WA 98501-5570 for Newborn Screening Services. Only one source can provide the services required under Washington State Statute RCW 70.83.020. This requirement is expected to be for an ordering period of five years.
This requirement is for the procurement of Newborn Screening Services as required for Washington State Healthcare Facilities IAW Washington State Statute RCW 70.83.020. See attached redacted Justification and Approval for further details.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming.
Any firm that believes it can provide the stated services can provide supporting documents demonstrating their capabilities and certifications. Interested parties may identify their interest and capability to respond to this requirement no later than October 16, 2026 at 10:00 am Pacific Standard Time.
All documents submitted will not be returned. Responses received may be used for future acquisitions. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. Note: To be fully capable of fulfilling this requirement, the respondent must be authorized by the Washington State Statute RCW 70.83.020.
Interested parties are encouraged to furnish information by email only with subject line stating - RESPONSE TO INTENT TO SOLE SOURCE FOR HT941026QE047. This procurement will be prepared in accordance with RFO FAR Part 12, using Simplified Acquisition Procedures.
The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
Provide Newborn Screens through contract with the Washington State Department of Health, including collection, testing and reporting of newborn screening specimens obtained by collecting drops of blood from a baby's heel onto filter paper to identify rare congenital conditions, supporting the Labor and Delivery unit at Madigan Army Medical Center on Joint Base Lewis-McChord which delivers roughly 1,200 newborns annually in accordance with Washington State Statute RCW 70.83.020.
