The State of Oregon, acting by and through the Oregon Health Authority, (Agency or OHA), is issuing this Request for Proposal under the provisions of ORS 279B.060 for a NCQA-certified vendor to produce, certify, and report 30 HEDIS and 14 non-HEDIS measures for the Oregon Health Plan.

Pre-Bid Conference: A Pre-Proposal conference will be held at the date and time listed in the Schedule. Prospective Proposers participation in this conference is highly encouraged but not mandatory.
The selected vendor will provide technology-enabled services to support OHP's quality measurement program, including certified production, validation, and reporting of approximately 30 HEDIS and 14 non-HEDIS measures. The vendor will be responsible for maintaining NCQA certification and HIPAA compliance, integrating with OHA's Health Analytics Library (HAL), and delivering quarterly and annual reports to OHA, CCOs, and CMS. Specific tasks include submitting a Project Management Plan, ingesting claims and enrollment data, performing quarterly HEDIS measure calculations, conducting quality control reviews, collaborating with OHA to define logic for non-HEDIS measures, achieving a minimum 97% quality match, and providing annual proof of NCQA certification and HIPAA compliance.
