The mission and Installation Contracting Command (MICC)- Ft. Bliss, TX is issuing a solicitation for an Invitation for Bids (IFB) to award a single firm-fixed-price contract to replace 13 HVAC Carrier rooftop units with new TRANE HVAC units of the same capacity as listed in the building schedule or approved equivalent. Work is located at building 1611 within the Fort Bliss TX Installation.
The contract duration is 270 days after notice to proceed. This project is a Total Small Business set aside. The North American Industry Classification System (NAICS) code is 238220, with a size standard of $19,000,000.00. The magnitude of construction is between $1,000,000 and $5,000,000. The solicitation will result in a Firm-Fixed-Price (FFP) contract.

The contractor shall furnish all labor, material, equipment, tools, transportation, and supplies necessary to replace 13 Carrier rooftop HVAC units (RTUs) with new TRANE HVAC units of the same capacity as listed in the building schedule or approved equivalent. Work includes demolition of existing units only after new units are on site, installation of new units with adapt-a-curbs, all associated ductwork (galvanized steel per SMACNA), electrical connections including new breakers and disconnects, condensate piping, programmable thermostat sensors, smoke detector removal and reinstallation, and testing and balancing by a NEBB-certified TAB contractor. The contractor must also recover and properly dispose of R-410A refrigerant, provide a superintendent on-site at all times, and comply with all applicable codes and standards. The work is located at Building 1611 within the Fort Bliss TX Installation, which is an occupied facility (the Post Exchange), requiring coordination with the COR and tenant.
