This opportunity is only available to Small Businesses. The U.S. Fish & Wildlife Service Great American Outdoors Act (GAOA) Construction Team has a requirement for the following:
The project is located at the Southwestern Native Aquatic Resources and Recovery Center (SNARRC) in Dexter, New Mexico. The existing structure will be utilized by USFWS during construction to support mission needs.
This project shall add an additional 3,400± square foot space adjacent to the existing research building to accommodate mission needs. USFWS have developed a conceptual layout provided under the "Drawings - Conceptual Research Building Addition" PDF.
The existing pre-engineered metal building is built on a slab-on-grade foundation with plumbing, HVAC, and electrical utilities. An emergency generator is designed to support mission critical functions by the existing building along with other building nearby. The proposed addition shall utilize the existing building utility infrastructure to the extent possible. Available existing As-Built drawings have been provided but are not guaranteed to be accurate to existing conditions. The Design-Build Contractor is responsible for field verification. The PDF file "Drawings - Existing Fish Culture Building" contains the As-Built drawing package.
This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiation. This will be a Firm Fixed Priced Contract and Award will be based on Best Value.
The complete Solicitation will be posted to https://sam.gov/ under Contract Opportunities on or about August 18, 2026. Interested contractors must be registered in SAM (System for Award Management, www.sam.gov) and complete Online Representations and Certifications.
A pre-proposal site visit and instructions will also be announced with the solicitation.
The NAICS code is 236220 - Commercial and Institutional Building Construction and the size standard is $45 million. The project magnitude is between $1,000,000 and $5,000,000.
The work will commence within 10 days of Notice to Proceed and be completed by the agreed upon date at the time of award.

The Design-Build Contractor shall provide all labor, facilities, equipment, tools, materials, supervision, and other items to plan, design, and construct a complete project that fulfills the programmatic needs of the USFWS. The project includes adding a 3,400± square foot space adjacent to the existing research building, utilizing the existing building utility infrastructure to the extent possible. The contractor is responsible for all permitting, geotechnical studies, survey, and other pre-construction work, and must design in compliance with applicable federal and state laws, codes, and standards. The work includes architectural, structural, mechanical, electrical, civil, and other systems as necessary, with specific requirements for architectural systems (matching existing building, insulated walls/ceilings, level finished floor, lightning protection), security systems (Facility Security Level II, exterior lighting, secured perimeter doors, monitored emergency exits), fire safety systems (manual pull stations connected to existing fire alarm), plumbing systems (three trench drains connected to existing drain line), mechanical systems (hydronic unit heaters supplied by existing boiler, no cooling), and electrical systems (power distribution from existing building, connection to emergency generator as designated). The contractor must also provide a shared electronic platform for project communication and documentation, and follow a design process with milestones at 35%, 65%, 90%, and 100% construction documents.
