The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Norfolk, VA intends to award a sole-source firm fixed-price contract. This requirement will be solicited as other than full and open competition in accordance with FAR Part 12 “Commercial Items.”
The Small Business Innovation Research (SBIR) Phase III Supply Effort is attached to this solicitation. This procurement action is for an annual subscription to a web-based Enhanced Billing Data Analysis and Reporting business intelligence tool required to conduct aggregation, analysis, and reporting of telecommunications billing data in order to improve reimbursable customer funding recapture rates, track expenditure rates, maximize buying power, provide on-time command service usage reports, and sustain auditable financial conditions IAW the PWS.
A request for quote will be available for download on or about 10 August 2026 at the following website: https://www.sam.gov. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above website. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote.
The contractor must provide a 6-month subscription to a commercial off-the-shelf (COTS) web-based billing analysis platform that enables aggregation, analysis, and reporting of telecommunications billing data. The platform must include system capabilities such as management of data repositories (Lines & Circuits inventory, Job Order Numbers, Bases and Commands), tracking of Telephone Control Officers and financial POCs, importing and tracking multiple data sources, real-time ad-hoc and summary reports, fallout record review, command customer account management, validation of usage reports, data and cost adjustments, year-to-date expense reporting, audit tracking, mass update and email distribution, funds status view, email notifications, multi-level user access, CAC-enabled access via NMCI web browser, archived file access, and continuous data backup. Support requirements include web-based product training, super-user training, unlimited access to a vendor trouble help desk, and user desktop guides and manuals. The contractor must also comply with security requirements for DoD CAC issuance, background investigations, and IT system access procedures.
