MN - Rice Lake NWR - BPA for Road Grading and Snow

The contractor shall furnish all labor, supervision, equipment, vehicles, transportation, fuel, materials, supplies, permits, and other resources necessary to perform road grading of existing gravel roads, snow plowing, wing plowing, and salt/sand application at designated Refuge roads, access roads, parking lots, and related areas. Road grading includes smoothing, reshaping, restoring crown, and redistributing existing surface material; it excludes new gravel, construction, widening, excavation, culvert work, drainage improvements, or structural repairs. Snow removal includes plowing designated routes and parking lots but excludes loading, hauling, or off-site disposal of snow. Wing plowing moves accumulated snow away from roadways and shoulders. Salt and sand application is limited to the headquarters parking lot (approx. 700 sq ft) and maintenance shop area (approx. 1,150 sq ft). The contractor must provide equipment capable of performing these services safely without damaging roads, shoulders, signs, gates, buildings, or vegetation. All vehicles must be legally registered, insured, and marked with the contractor's business name. The contractor must comply with all applicable environmental laws, prevent spills, and remove all waste from Refuge property.
