The Defense Logistics Agency - Energy is procuring Government-Owned Contractor-Operated (GOCO) fuel storage services for DFSP Tampa, FL. Contractor shall provide the services for receiving, protecting, storing and shipping U.S. Government-Owned Turbine Fuel Aviation, Grade Jet-A in accordance with the contract, including the terms and conditions set forth in the PWS. The requirement will be for a four-year base performance period beginning November 04, 2026, through November 03, 2030, with one five-year option from November 04, 2030, through November 03, 2035, and an option to extend services for no more than six months from November 04, 2035, through May 03, 2036.
The contractor shall operate and maintain the DFSP Tampa fuel storage facility, including receiving, protecting, storing, and shipping U.S. Government-Owned Turbine Fuel Aviation, Grade Jet-A. The facility includes three 55,000-barrel tanks, pipelines, a truck fill stand, and ancillary facilities. The contractor is responsible for product quality surveillance, inventory control, security, safety, maintenance, and environmental compliance. The contractor must submit eight plans (Maintenance, Operations, Inventory Control and Accountability, Safety, Security, Training, Contractor Compliance Plan, and Product Quality Surveillance) within 60 days. The contractor shall use a projected 500,000 barrels of combined throughput annually for planning. Operating hours include 24/7 for pipeline receipts and security, and 7:00 a.m. - 4:00 p.m., 5 days a week for truck fill stand operations and other functions.
