The Coastal Bend Council of Governments ("CBCOG") is soliciting Statements of Qualifications (SOQs) from qualified firms and multidisciplinary consultant teams to provide oncall planning, resilience, community development, housing, economic development, infrastructure planning, and related professional services on an Indefinite Delivery/Indefinite Quantity (IDIQ) basis. CBCOG serves local governments and regional stakeholders throughout the Coastal Bend region and anticipates the need for planning and technical assistance services to support a variety of local, regional, state, and federally funded initiatives. The initial task order is anticipated to be the preparation of a Comprehensive Plan for the City of Refugio, Texas.
Additional task orders may include work for other municipalities, counties, special districts, regional initiatives, and grant-funded projects as funding becomes available. CBCOG intends to select one or more firms through this solicitation.
The selected consultant(s) will provide planning and technical assistance services across categories including comprehensive and strategic planning, resilience and hazard mitigation planning, community development and housing, economic development planning, infrastructure and capital planning, public engagement and facilitation, GIS and data analytics, and grant support and project development. The initial task order is for a Comprehensive Plan for the City of Refugio, Texas, including existing conditions assessment, public engagement, future land use planning, housing analysis, economic development planning, infrastructure assessment, resilience integration, and implementation plan development. Additional task orders may be issued for other municipalities, counties, special districts, and regional initiatives.
