This request for bids is for a Contract to furnish all material, equipment, supplies, and
labor necessary to construct a one and one half (1.5) -mile roller compacted concrete
(RCC) pavement greenway inside Roan Mountain State Park. This work consists of
constructing an approximately seven thousand nine hundred and twenty (7,920) -linear feet
by five (5) -foot-wide roller compacted concrete pavement as an exposed pavement surface
on a subgrade layer as shown in Figure 1. Pavement shall connect into existing boardwalks
in areas.

General Conditions
1) On-Site work shall be performed between receipt of signed Contract or Purchase Order
and October 1, 2026, unless granted a written exception by the TN Greenways and Trails
Coordinator.
2) For this project, the Contractor and applicable subcontractors shall possess an active
BC-B, BC-C, BC-19, or HRA-B Tennessee Contractor license prior to submitting a bid.
Failure of the Contractor and applicable subcontractors to provide copies of their
appropriate license shall result in the disqualification of the bid. All licenses shall be
verified via Tennessee Commerce and Insurance database before project award.
3) The Contractor shall not assign this Contract or enter a subcontract for this project
without prior written approval of TN Greenways and Trails Coordinator. The Contractor's
bid shall include a Declaration of Intended Use of Subcontractor(s) form that clearly
states the intent to use a subcontractor, along with their name and license number. TN
Greenways and Trails Coordinator reserve the right to reject a bid in whole or a
subcontractor, based upon failure to possess an appropriate active TN contractor's
license. After project award, any proposed substitution or addition of a subcontractor
shall require written TN Greenways and Trails Coordinator acceptance and approval before
being allowed on-site or perform any work under this Contract. All subcontractors are
required to have an active TN contractor license for the applicable work to be performed
before and throughout the project. Any proposed subcontractor failing to meet these
requirements is not allowed to perform work on any portion of this project.
4) All work shall comply with state-approved versions of the IBC, standards, regulations,
other applicable codes, manufacturer's recommendation, and best practices. The Contractor
is responsible for all permits and associated fees.
5) Only the TN Greenways and Trails Coordinator can approve any alterations,
modifications, and substitutions of the specifications or requirements of the project. No
additional work shall be authorized unless pre-approved by either the TN Greenways and
Trails Coordinator in writing. The Park/Hospitality staff are not authorized to make any
changes, deletions, or additions to the project or accept any portion of the work. This
Contract shall be modified only by a written agreement signed by all parties. Any work
performed outside of the written scope without any written change orders will be the
responsibility of the Contractor or others and not the State. All questions, directives,
and acceptance shall come only from the TN Greenways and Trails Coordinator.
6) The Contractor shall keep the jobsite clean and safe and leave in a neat and tidy
manner.
7) All material substitutions shall be pre-approved prior to bid acceptance.
8) All materials shall be installed according to the manufacturers' recommendation,
industry best practice, and applicable code.
9) All dimensions listed are approximate. The Contractor is solely responsible for
verifying actual dimensions prior to ordering any materials or bidding. No allowances
shall be made due to a bidder neglecting to visit the site and verifying dimensions and
conditions.
10) All work performance under this Contract shall be under the full-time direction of the
Contractor. The Contractor shall be responsible for work and performance, and damages of
any subcontractors and/or independent contractors or laborers hired in connection with the
work under this Contract.
11) The Contractor shall adhere to all applicable laws, regulations, and best practices
regarding RCC construction, machinery, and tool safety. All work shall meet Best
Management Practices for Roller Compacted Concrete pavements and standards identified in
the most recent version of ACPA Guide Specification | Roller-Compacted Concrete Pavements.
Scope of Work
1. The Contractor shall clear, grub, excavate, and prepare the subgrade by compacting
soils at moisture contents and densities that will ensure uniform and stable pavement
support. Prior to proof rolling the grade and placing RCC material, the Contractor shall
ensure that the surface of the subgrade is clean and free of foreign material, ponded
water, and frost.
2. Prior to placing RCC pavement, the Contractor shall check for any soft or yielding
subgrade areas by proof rolling over the entire area to be paved. The Contractor shall
correct and make any soft or yielding subgrade areas stable prior to RCC layer
construction. The Contractor shall remove any unsuitable soil and replace with acceptable

material. The Contractor shall allow for fifty thousand dollars ($50,000) in base bid for
addressing unsuitable soils. The Contractor shall ensure that the subgrade is uniformly
moist at the time of RCC material placement. If moistening certain areas is necessary,
ensure that the method of sprinkling will not form mud or pools of free-standing water.
3. The Contractor shall provide and install a minimum of four (4) -inches of #33C
compacted stone subbase along the entire length and width of the new trail.
4. At the two bridges and boardwalk, the Contractor shall provide and install sufficient
gabion stone to raise / ramp the finished compacted subbase and four (4) -inch RCC for a
smooth transition onto these structures with a lip of no more than ¼-inch and a ramp slope
of no more than five percent (5%) from starting point. The Contractor shall provide and
install sufficient rip-rap to protect the exposed sides of the ramp and trail.
5. The Contractor shall provide and install a single four (4) -inch-thick lift
(approximately seven thousand, nine hundred and twenty {7,920} -linear feet x five {5}
-feet width) utilizing paving machine(s) equipped with a high-density screed capable of
placing the RCC material to a minimum of ninety percent (90%) of the reference wet density
in accordance with ASTM D1557 or equivalent test method, prior to any additional
compaction. The Contractor shall furnish materials conforming to the latest version of the
standard materials specifications in Table 1 and utilize well-graded fine and coarse
aggregate between the combined upper and lower limit aggregate band as shown in Table 2.
6. The Contractor shall utilize self-propelled vibratory dual steel drum and/or pneumatic
rollers for primary and final compaction efforts to meet the in-place, wet-density
requirements, as well as walk-behind vibratory rollers or plate tampers for compacting
areas inaccessible to larger rollers.
The Contractor shall ensure that the finished surface, when tested with a minimum length
four (4) -foot straightedge, does not vary from the straightedge by more than zero.three
hundred seventy five (0.375) - inches (nine {9} mm) at any one point across the width of
the pavement. The final surface texture after rolling and curing shall be smooth and
uniform over the entire area of pavement.
7. The finished pavement surface shall be congruous with the grade of the adjacent natural
ground with maximum allowable tolerance of one and one half (1.5) -inches (thirty-eight
{38} mm).
8. The Contractor shall fill in shoulders with a minimum of two (2) -inches native soil,
prepare disturbed areas with Harley rake, and provide and install seed and straw. Seed
mixture shall be selected by Park Manager.
Additional Terms and Conditions
1) All aspects of this job shall be left in a finished condition: All finish work and
final cleanup are included in this Contract.
2) The Contractor shall be responsible for determining where all utilities are on the job
site and care should be taken to protect the utilities from any damage caused by the
demolition/construction. This shall include any underground utilities around the job site
area. If damage occurs, it shall be repaired within a twenty-four (24) -hour period from
the time damage occurs.
3) The Contractor shall perform work on regular time and shall invoice work time and
material not to exceed the quoted price. Any variance in quote shall be addressed only
with a representative of the TN Greenways and Trails Coordinator before any additional
work is undertaken or materials ordered.
4) Work shall be scheduled to avoid any interference with normal operation of the Park as
much as possible. During the construction period, coordinate construction schedules and
operations with the Park Manager. Work shall be conducted during the normal business hours
of Monday through Friday, 8:00 a.m. to 4:30 p.m., unless an alternate schedule is approved
by TN Greenways and Trails Coordinator.
5) The successful Contractor shall schedule and attend a pre-construction conference where
a pre-construction form shall be signed by TN Greenways and Trails Coordinator, Contractor
and Park Manager or Park representative before work can begin. The Contractor shall also
schedule and attend a final inspection where a final inspection form shall be signed by TN
Greenways and Trails Coordinator, Contractor and Park Manager or Park representative
before final invoice shall be paid.
6) The Contractor shall protect areas adjacent to his work and shall be required to repair
any damage they may cause. The Contractor shall protect work of other trades. The
Contractor shall correct any painting related damage by cleaning, repairing, or replacing,

and refinishing as directed by TN Greenways and Trails Coordinator. The Contractor shall
leave residences and other buildings in a habitable manner after hours by securing
unfinished openings.
7) Workmanship shall be warrantied for not less than one year from date of final
inspection. Materials shall be warrantied as per manufacturer's warranty.
8) Unless otherwise indicated, all materials, equipment, and supplies shall be new and in
good condition, UL listed when applicable, and all work accomplished in a manner
acceptable to TN Greenways and Trails Coordinator.
9) Clean up of the project site shall be the responsibility of the Contractor. The
Contractor shall assure that job site is clean of all materials and debris at end of each
day to ensure safety. The Contractor shall clean up and haul away all scrap when work is
completed to an approved location off State property.
10) At all times, the Contractor shall have a copy of project specifications, permits, and
Certificate of Insurance on-site.
11) The Contractors and all subcontractors are not authorized to day laborers or temporary
labor on this project without the express written permission of TN Greenways and Trails
Coordinator.
12) Note: Before the Contract resulting from this Invitation to Bid is signed, the
apparent successful proposer shall be registered with the Department of Revenue for the
collection of Tennessee sales and use tax. The State shall not approve a Contract unless
the proposer provides proof of such registration. The foregoing is a mandatory requirement
of an award of a Contract pursuant to this solicitation.
13) Invoice shall be submitted for payment not before project completion and final project
acceptance but also no later than ten (10) days after project completion and acceptance. A
