The Airport Commission is commencing a Request for Proposals (RFP) process for the Registered Traveler Service Lease.
The Lease is comprised up to two verification lanes at each of the security screening checkpoints, and up to two enrollment stations located near each security screening checkpoint at the Airport.
The term is five years, plus two options to extend the term by two years, exercisable at the sole discretion of the Airport Commission.
The Minimum Annual Guarantee (MAG) shall be the sum of the following:
• 12.5% of Gross Revenues achieved up to and including $40 Million; plus
• 15% of Gross Revenues achieved over $40 Million.
The MAG for the first year of the Lease will be the successful Proposer’s Minimum Annual Guarantee Offer. Proposer’s Minimum Annual Guarantee Offer must be equal to or greater than the Minimum Acceptable Financial Offer of Five Million and 00/100 Dollars ($5,000,000.00). The MAG is adjusted annually pursuant to Section 4 of the Lease.

The selected proposer will lease space at the Airport to operate a Registered Traveler Service, providing up to two verification lanes at each security screening checkpoint and up to two enrollment stations near each checkpoint. The lease term is five years with two two-year extension options. The proposer must pay a Minimum Annual Guarantee (MAG) of at least $5,000,000 per annum, or percentage rent of 12.5% of Gross Revenues up to $40 million plus 15% over $40 million, whichever is greater. The proposer must also submit a proposal bond of $100,000 and comply with various city ordinances and insurance requirements.
