On-Call Watersheds Asset Management and Stewardship Planning Services

Valley Water requires experienced, and qualified consultants to provide on-call professional planning, technical, analytical, and facilitation services to support Valley Water’s watershed asset management and stewardship planning efforts. Asset management support includes developing and updating full and comprehensive watershed asset management plans (AMPs) and associated tasks. Watershed stewardship planning support may include, but is not limited to, watershed master planning, watershed settings and existing conditions reports, technical studies and assessments, California Rapid Assessment Method (CRAM) assessments, opportunity and constraint analyses, planning-level project concepts, prioritization frameworks, stakeholder engagement materials, and facilitation support for internal and external coordination.

Minimum Qualifications:
• The Proposer or Proposer's employees shall have at least ten (10) years of experience providing watershed asset management, watershed stewardship planning, environmental planning, civil engineering, water resources engineering, or related consulting services.

• The Proposer or Proposer's employees shall have demonstrated experience performing creek condition assessments (including concrete structures and pipe/culverts), developing watershed asset management plans and reports, and technical planning studies and assessments.

• The Proposer or Proposer's employees shall have at least one (1) individual assigned to the Contract who holds a valid Professional Civil Engineer (PE) license issued by the State of California.

• The Proposer or Proposer's employees shall have a working knowledge of asset management principles, lifecycle planning, risk-based prioritization, water resources planning, and applicable federal, State of California, and local regulations relevant to watershed management and flood protection infrastructure.

• The Proposer or Proposer's employees shall have experience implementing, supporting, or maintaining asset management software or database systems used to manage infrastructure assets.

• The Proposer shall demonstrate successful completion of at least two (2) projects of similar scope and complexity within the last ten (10) years.
