A Non Mandatory Pre-Bid Meeting will be held on Wednesday, October 14th, 2026 10:00 AM at Panthfinder Lodge, 300 Heritage Road, Farmington, PA 15437. Make sure to access Heritage Reservation via Dinner Bell - 5 Forks Rd > 300 Heritage Road Farmington, PA 15437. Some mapping services take you to a locked gate on the back side of the property.
Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Scouting America, in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statues of the State of Pennsylvania or any applicable municipal ordinance.
The Owner reserves the right to award the contract within ninety (90) days from the date bids were opened.
The Owner hereby reserves the right to reject any and/or all bids submitted or any part thereof or item therein. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in bids received.
The project will be partially funded through the Commonwealth of Pennsylvania’s Redevelopment Assistance Capital Program (RACP) and compliance with the RACP guidelines and requirements will be enforced. This project will also be partially funded by USDA and subject to their requirements.
