The New York City Department of Finance (“DOF”) is seeking a qualified contractor to provide printing and mailing services for parking violations and other charges generated by the Agency’s Summons Tracking and Receivable System (STARS) and Business Tax and Collection System (BTCS). Contractors who are able to demonstrate sufficient expertise and experience in providing such services in a legal and ethical manner are invited to bid. This Competitive Sealed Bid (“RFx) is being released through PASSPort, New York City’s online procurement portal. Responses to this RFx should be submitted via PASSPort. To access the solicitation, vendors should visit the PASSPort Public Portal at https://www.nyc.gov/site/mocs/passport/about-passport.page and click on the “PASSPort Public” or "Procurement Navigator" blue box. The contractor will provide high-volume data processing, printing, and mailing services for violation summonses and correspondence. Services include file transmissions, printing (letter print with flash and data, letter insertion, non-perforated and perforated paper, envelopes, presort, ad hoc postcards), courier delivery to USPS, letter creation and changes (hourly programming), email/text transmissions, no-good email/cell number file processing, and contract implementation.
