The City of New York Department of Citywide Administrative Services (DCAS) is seeking up to five (5) qualified vendors (hereafter, the “Vendor(s)” and “Contractor(s)”) to perform appraisal reports of real estate in New York City, through the issuance of Work Orders. Appraiser may occasionally be required to perform appraisals outside of New York City as needed by DCAS. This solicitation is being made pursuant to the Competitive Sealed Proposal Method, Section 3-03 of the New York City Procurement Policy Board (PPB) Rules. The selected Vendor will perform appraisal reports (USPAP and/or UASFLA compliant), market rent appraisal reports, and appraisal review reports for real estate in New York City, and occasionally outside NYC. Work Orders are issued on an as-needed basis. Draft Reports must be submitted within 30 Business Days from the date of the Work Order. Final Reports must be transmitted in electronic searchable PDF format. The Vendor must maintain subscriptions to real estate publications and services providing comparable sales and rental data for the NYC market. The Vendor must have on staff an MAI Designated Member and a minimum of five NYS Certified General Real Estate Appraisers or an alternative combination. Discounts of 15% apply when more than three assignments are awarded at once, and 20% for reappraisals within 12 months. Premiums apply for expedited deadlines (5% for 5-week, 10% for 4-week, 20% for 3-week).
