This Request for Proposal is to establish a Contract for environmental planning and compliance services. Specifically, a Hydrologist and Fisheries Biologist are needed to serve as members of an Umatilla National Forest Interdisciplinary Team (IDT). The scope of work includes environmental planning and compliance services provided by key personnel, including a Hydrologist and a Fisheries Biologist in support of forest management projects on the Umatilla National Forest. Tasks include data acquisition, project analysis, documentation, and reporting; effects analysis using common USFS programs; NEPA and ESA specialist document development; response to public comment or objections; and travel to the field and in-person IDT meetings. The Hydrologist will perform hydrologic resource inventory, analysis, and monitoring, evaluate cumulative watershed effects, and prepare analyses for NEPA documents. The Fisheries Biologist will collect field information to assess fish and fish habitat conditions, identify aquatic restoration opportunities, and collaborate with USFS specialists. The Contractor will provide services for approximately 20-40 hours per week, with a total of 450 workdays (225 per position).
