The contractor will design and configure a Smartsheet-based framework that consolidates contract-level, payment-level, Program Area, and grant-phase information into a unified structure. The work includes configuring contract-level tools for BHD-managed contracts (planned vs. actual spending, payment activity, remaining balances, indicators, future commitments), SUPTRS portfolio-level tools (separate views for Administration, Primary Prevention, and Treatment & Recovery, compliance indicators, phase-related indicators), MHBG portfolio-level tools (standalone view for MH Administration, combined operational view for MH Primary, Crisis, and EASA, compliance indicators, phase-related indicators), cross-grant tools (fund availability, planned vs. actual spending, future projections, phase-readiness indicators, consolidated risk summary), and data integration using Smartsheet administrative tools (Data Shuttle, Data Mesh) with dummy/simulated data. The contractor will also configure indicators, trends, and operational tools (planned vs. actual trends, pacing indicators, compliance indicators, phase-related timing indicators, alerts for portfolio-level risks) and collaborate with OHA through design, configuration, testing, refinement, and implementation.
