Scope of Work
The City of Phoenix is seeking a qualified contractor to provide construction services for the project listed below.
The FY26 Congestion Mitigation and Air Quality Improvement Alley Dustproofing project will include approximately 35.8 miles of unstabilized alleys within the City of Phoenix using a 3/8" Fractured Aggregate Surface Treatment which provides a single application of rubberized asphalt and precoated chips to the existing dirt alleys. Clearing, grubbing, and subgrade preparation will be required for application of the material.
This is a federal-aid project, however the prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, are not applicable.
This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program.
A Disadvantaged Business Enterprise goal of 0% has been established for this project.
The City of Phoenix, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. §§ 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Pre-Bid Meeting
A pre-bid meeting will be held at 9:00 am on Thursday, August 13, 2026, at 1034 E. Madison St. Phoenix, AZ 85034, Gecko Conference Room and via Microsoft Teams AND Teams. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. As City staff will not be available to respond to individual inquiries regarding the project scope outside of this pre-bid meeting, it is strongly recommended that interested firms send a representative to the pre-bid meeting.

Firms receiving a copy of the bid packet through any other means are strongly encouraged to download the bid packet from the City webpage.

General Information
The City reserves the right to award the contract to the lowest responsible responsive bidder or all bids will be rejected, as soon as practicable after the date of opening bids.
