The County of Orange (“County” or “Owner”) is seeking qualified firms to provide professional services as described herein for highway and traffic engineering and regulatory review assistance. The primary interface of the selected consultant with Orange County will be through the Department of Public Works. The Commissioner or his designee will be responsible for the coordination and acceptance of the selected consultant’s work.
A. QUALIFICATIONS AND EXPERIENCE. Each offeror submitting a proposal in response to this RFP thereby confirms affirmatively to the County that, at the time of submission of its proposal (and, if awarded a contract under this RFP (the “Contract”), throughout the term of such Contract), that it:
is a New York State licensed professional engineer, or a business entity legally permitted to practice engineering in New York State under a Certificate of Authorization issued by the New York State Education Department, and shall furnish applicable certificates of authority/incorporation/dba, etc. with its proposal; and
is well-qualified to provide the services sought in this RFP and that it is a business having provided services similar in size and complexity as sought in this RFP; and
has a minimum of five (5) years’ experience in providing the services sought in this RFP.
B. **OVERVIEW. **
For each project the County will provide Consultant with a scope of work specific to that project (the “Work”). Within five (5) business days from receipt of such scope of work the Consultant will provide the County with a detailed cost estimate for the performance of the services requested. The County will review the detailed cost estimate and, if acceptable, will authorize each project. See the Pricing section of this RFP for more details on Project Estimates and Pricing.
Offerors shall provide a project management team experienced in traffic, roadway and intersection analysis/design, along with traffic signal operations. Additionally, offerors must assign a single consultant to be the County’s sole technical contact for the entirety of the term of the contract. The awarded consultant shall provide the following professional services on an “on-call” basis. Work tasks will be related to traffic engineering and may include, but are not limited to the following:
a) Regulatory Review Assistance
· Technical review specific to traffic/pedestrian related impacts for projects pursuing a highway work permit
· SEQRA/EIS
· Traffic Impact Study
· Traffic mitigation design
· Traffic signal design or modifications
· Traffic signal pole/foundation calculations
· Construction documents/submittals
· Attend meetings
b) Highway and Traffic Engineering
· Geometric highway design
· Pedestrian facility design
· Level of Service (LOS) analysis
· Traffic counts
· Signalized Intersection design, analysis, and optimization
· Warrant Studies and analysis
· Accident investigation studies
· Safety improvement analysis/design
· Attend meetings
