1.1 Notice to Bidders

The Development Authority of the North Country (Authority) is issuing this Invitation For Bids (IFB) for the furnishing of all materials and labor to install the optical fiber, fiber and fiber tags will be provided by the Authority, for the construction of the National Telecommunications Information Administration (NTIA) Middle Mile Segments 1, 2, and 8. This work includes both aerial and underground installation of optical fiber along highway or electric line right-of-ways. The Authority is currently completing New York State Department of Transportation permitting for this project and as such construction of this project may be required to occur by segment. The project is non-contiguous and the contractor should anticipate separate mobilizations to each location.
1.2 Important Dates:
August 6th, 2026 at 9:00 am: Optional Pre-Bid Meeting at Warneck Pump Station, 23557 NYS State Route 37, Watertown, NY, 13601
Attendance at this meeting is optional.
August 12th, 2026 by 1:00pm: Question Period Closes (no later than 7 days prior to bid due date)
No questions will be accepted after this date. Answers to questions will be provided as soon as possible, but no later than 3 days prior to the bid due date. Answers will be provided to all prospective bidders who have downloaded the bid package for this project from the Authority’s website. An email notification will be sent that informs bidders that new information has been posted to the Authority’s website and is available for review and download.
August 21st, 2026 at 1:00pm: Sealed Bids Due
Sealed Bids will be accepted at Dulles State Office Building, Warneck Pump Station, 23557 NYS State Route 37, Watertown, NY, 13601 until time listed above, at which time they will be publicly opened and read.
**Primary Point of Contact: ** Pursuant to the Procurement Lobbying Law, the Authority has designated one person who may be contacted by Bidders regarding this procurement and shall require disclosure from Bidders of persons or organizations designated, retained or employed to attempt to influence the procurement process using the “Certification Pursuant Procurement Lobbying Law” form (See Appendix B). The attention of the Bidders is particularly called to the requirements as to the conditions of employment applicable to Bidder to be observed and minimum wage rates to be paid its employees under the Contract.
The Development Authority reserves the right to reject any or all Bids received or to award partial Bids to more than one Bidder.
