Willdan Energy Solutions (Willdan), as agent for the Dormitory Authority State of New York (DASNY), is seeking qualifications information from firms that would like to participate in a future Bid Solicitation, as the Prime Contractor, for the construction of a project that involves Energy Upgrades at LaGuardia Community College.
All interested contractors shall submit a Statement of Qualification and NYS Vendor Responsibility Questionnaire ("VRQ"). Information submitted will be evaluated in order to develop a list of pre-Qualified Bidders for the subject Energy Project that Willdan intends to solicit construction bids for in the third quarter of 2026. A short list of three (3) to five (5) firms will be developed. This short list of Pre-Qualified Bidders will receive the Bid Solicitation.
For this project, the successful low bidder, as a condition of being awarded the construction contract, must submit and have approved a project specific Utilization Plan for MBE, WBE and SDVOB Subcontractors in accordance with the goals that will be included in the Bid Documents and must execute a Project Labor Agreement (PLA) that will be included in the Bid Documents.
The list of Pre-Qualified Bidders will be selected by Genesys and will be approved by DASNY. The minimum experience level required is as follows:
Experience serving as a Prime Contractor on DASNY construction projects;
Experience serving as a Prime Contractor for a minimum of five (5) multi-discipline projects that include, Electrical, HVAC, Piping, Instrumentation;
Experience serving as Prime Contractor for at least (3) project in excess of $5 million;
Similar, recent experience, with Energy Upgrade Projects;
Experience in working in and around operating facilities; and
Ability to obtain Payment and Performance Bonds for the project.
General Project Description:
The project consists of replacing and upgrading HVAC equipment and associated architectural, structural, controls, and electrical systems within two mechanical equipment rooms (MER M-318 and MER M-G200). The work includes demolition, installation, commissioning, testing, and integration of new systems while maintaining building operations through coordinated phasing. Replace aging air handling equipment and fan systems in two mechanical rooms with modern, energy-efficient equipment while upgrading supporting architectural, structural, electrical, and controls infrastructure. The project includes full commissioning, integration with the existing Building Management System, staff training, and project closeout documentation to deliver a fully operational HVAC system with minimal disruption to facility operations. Scope of work as follows;
Provide all labor, materials, equipment, supervision, and accessories for a complete, operational system.
Verify and replace damaged chilled water pipe insulation to meet the 2020 NYC Energy Conservation Code.
Perform testing, adjusting, and balancing (TAB) for all new hydronic and air systems and provide balancing reports.
Coordinate equipment startup, operator training, as-built drawings, O&M manuals, warranties, and project closeout documentation.
Provide OSHA-compliant fall protection and temporary safety measures during construction.
Perform selective demolition and restoration of roof and wall sections required to remove and install HVAC equipment.
Demolish and replace concrete equipment pads for new air handling units (AHUs).
Fireproof and weatherproof all roof and wall penetrations.
Coordinate work with architectural drawings.
Provide temporary roof and wall openings, structural support, and restoration.
Remove vibration isolation from existing concrete pads and extend and secure concrete pads as required for new equipment.
Furnish and install steel platforms for new return fan installations.
Coordinate work with structural drawings.
MER M-318
Replace supply fans with fan walls, cooling coils, drain pans, piping, valves, controls, and associated ductwork within existing AHUs.
Install new return fan walls (or refurbish existing return fans under the alternate scope).
Maintain existing hot water coils and associated steam to hot water heat exchangers, pumps, piping and controls
Modify AHU interiors as required for installation.
Pressure test and seal all new equipment and ductwork.
Replace filters for existing AHU-1 and AHU-2.
Sequence work to maintain one operating AHU while the other is under construction.
MER M-G200
Demolish existing AHU-3, AHU-4, and AHU-5, including associated ductwork and piping and external return fans within the mechanical room.
Install three new AHUs with new return fans and new ductwork and piping connected to existing systems.
Provide rigging, phasing, and equipment installation within the mechanical room only.
· Survey existing MER M-318 controls to documents existing Sequence of Operations for existing hot water coils and controls revisions will not affect systems outside of MER M-318.
Integrate all new equipment in MER M-318 to the existing Building Management System (BMS).
Develop new BMS graphics and implement updated sequences of operation.
· MER M-G200 to be designed with local unit controls with eventual tie in to existing BMS at later date.
MER M-318
Disconnect and remove existing electrical connections for supply and return fans.
Reuse existing electrical risers where applicable.
Install new electrical feeds and associated switches for new fan walls, including a new riser from electrical room for Return Fan RF-2.
Provide power connections for factory-supplied fan wall control panels.
MER M-G200
Disconnect and remove electrical connections to existing AHUs and associated equipment.
Remove the existing Motor Control Center (MCC) after installation and commissioning of a new 400A switchboard. Switchboard to be fed from new riser from electrical room.
Install new electrical connections and associated switches for new AHUs (supply and return).
Transfer existing loads to the new switchboard with coordinated shutdowns to minimize operational impacts.
Complete all field verification, wiring, conduit installation, startup, and testing.
In addition to the above, all projects include ancillary trade work, including, HVAC, electrical, controls etc. The estimated construction cost range is $7 to $9 Million.
Statement of Qualifications
The Statement of Qualifications shall include, at a minimum, a Transmittal Letter and the information requested in the below listed TABS, organized in the same manner.
Transmittal Letter: In the Transmittal Letter, please indicate the contact information for the individual at your firm who will be receiving communications regarding the bidding of the project (Name, address, phone and fax numbers, and email address).

The information in this TAB shall include general information on the company background,
TAB 2: Relevant DASNY Experience
The information in this TAB shall include a list of DASNY projects (minimum of (5) projects and maximum ten (10) projects) where the firm was, or is, the prime contractor. For each of the contracts, provide the following information: 1) Project name; 2) Project location; 3) All project trades (under the prime contract); 4) Firm’s project role; 5) Trade(s) self-performed; 6) Dollar value of Prime Contract; 7) Dollar value of all change orders; 8) Year construction completed; 9) DASNY Reference with contact information; and 10) Owner Reference with contact information.
TAB 3: Relevant Project Experience
The information in this TAB shall include a list of projects (minimum five (5) projects and maximum ten (10) projects) that clearly demonstrate relevant experience with multi-discipline projects for the replacement of the HVAC Infrastructure for major facilities, for which the firm has been the Prime Contractor. At least one (3) project shall be in excess of $5 Million. Experience in operating, educational facilities preferred. For each of the projects, provide the following information: 1) Project name; 2) Project location; 3) All project trades (under the prime contract); 4) Firm’s project role; 5) Trade(s) self-performed; 6) Dollar value of Prime Contract; 7) Dollar value of all change orders; 8) Year construction completed; 9) DASNY Reference with contact information; and 10) Owner Reference with contact information.
