The Contractor shall be responsible for expeditiously receiving, opening, sorting, screening, boxing, transferring, and preparing mail items received via the USPS or DORES, in accordance with detailed written instructions, to enable subsequent electronic document scanning, data capture and revenue deposit operations. The Contractor shall also be responsible for the orderly boxing of prepared mail items to designated State processing centers within Trenton. The work includes handling approximately 7 million mail receipts and nearly 5 million checks per year, including income tax returns, business tax filings, Motor Vehicle Commission registrations and violations, Property Tax Reimbursements, and other documents. The Contractor must maintain a single mail and document pre-processing facility located in New Jersey and within 20 miles of Trenton, with sufficient space to accommodate the workloads. The Contractor shall adhere to specific performance standards, including a minimum accuracy rate of 99%, and turnaround times of 1 to 7 business days depending on the season and item type. The Contractor shall also provide 2D Barcodes and OCT Scanlines, daily and monthly management reports, and maintain a security plan and security clearance for all personnel.
