This action is for the procurement of a quantity of three (3) Mobile Power Conditioning Unit/Power Supply Set (PN: Z345P-220-1, NSN: 6130-01-657-1701) for the F/A-18 Kuwait program. The Original Equipment Manufacturer (OEM) of these items is Zitec, Inc., CAGE: 1R9V9.
Under authority 10 U.S.C.2304(c)(1) and implemented in FAR 6.302-5(a)(2)(i), to try to develop this “asset" would incur costs that are not expected to be recouped through competition. Any attempt to procure a different part number would require the Government to fund a Preliminary Design Review (PDR) Critical Design Review (CDR) First Article Test (FAT) and Test & Evaluation (T&E) effort for a new vendor. The Government would have to fund personnel to be on the Source Selection Team to review proposals. Any change in form, fit or function would require changes to the existing Integrated Logistics Support (ILS) (technical publications, spares inventory, calibration) which would incur additional costs for update in the amount of $200,000 to $400,000. The process required to obtain an alternate asset is cost-prohibitive and would force the FMS Partner to utilize an asset that is not supportable or compatible with their current configuration and required need.
This requirement will be processed under the authority 10 U.S.C.2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Market Research was performed by the Lakehurst Technical team. The Original Equipment Manufacturer is Zitec, Inc., CAGE: 1R9V9. All technical data rights and information related to the Mobile Power Conditioning Units/Power Supply Units belongs to Zitec, Inc. No additional vendors were identified. The Government does not have in its possession sufficient, accurate, or legible data to purchase this part from anyone other than the current source nor have the means of acquiring said data. As such, this procurement will be issued on a sole-source basis to Zitec, Inc., CAGE: 1R9V9.
