South Transitway Fiber Repairs and Maintenance

The Contractor shall furnish all supervision, labor, materials, tools, equipment (including bucket trucks, backhoes, trenchers, fusion splicers, and OTDRs), safety equipment, insurance, transportation, and permits necessary to perform comprehensive maintenance and restoration services for the County's fiber optic infrastructure.

The work includes, but is not limited to:

1. Preventative Maintenance: Routine inspections, testing, and documentation to ensure optimal performance.
2. Non-Emergency Repair: Scheduled repairs and relocations of aerial/underground cables, conduits, handholes, and splice enclosures as directed.
3. Emergency Restoration: 24/7/365 emergency response for any service interruptions.
4. Installation/Removal: Handling of underground single-mode fiber optic cables and associated hardware using existing infrastructure.
5. Site Restoration: Full restoration of all excavated surfaces (concrete, asphalt, gravel, ground) to pre-excavated conditions.
6. Documentation and Reporting: Providing as-built drawings, test results, and performance evaluations for all work.
   PROJECT BACKGROUND:

The Miami-Dade South Dade Transitway is a 20-mile Bus Rapid Transit (BRT) system that serves as a core component of the County's Strategic Miami Area Rapid Transit (SMART) Plan. The corridor runs from the Dadeland South Metrorail station in the north to the SW 344th Street Park-and-Ride/Transit Terminal in Florida City.

This system transforms a dedicated busway into a high-efficiency transit line designed to provide a rail-like experience. Key features include:

1. Dedicated Right-of-Way: Exclusive lanes along the U.S. Route 1 corridor.
2. Advanced Technology: Traffic signal preemption (TSP) at 46 intersections.
3. Safety Features: Rail-style gate arms at intersections.
4. Modern Stations: 14 signature BRT stations with climate-controlled areas, Wi-Fi, CCTV, and level boarding platforms.
5. All-Electric Fleet: The nation's longest battery-electric BRT system on a dedicated corridor.
6. Future Proofing: Designed for full convertibility to heavy rail transit (Metrorail).

Fiber Optic Cable Infrastructure

The fiber optic network serves as the "digital backbone" enabling seamless communication across all stations, intersections, and central control centers.

1. Cable Type: Single-mode fiber optic cable, optimized for high-bandwidth, long-distance transmission with minimal signal loss.
2. Installation Method: Installed underground within a conduit system (raceway with four conduits) for maximum protection and reliability.
3. Network Configuration: Robust architecture with lateral connections to 14 stations and 46 signal locations, designed to remain operational even if a single station connection is down.
4. Purpose: Supports Traffic Signal Preemption (TSP), real-time bus tracking, security/CCTV, station Wi-Fi, and communication with central data centers

Technical Certification Requirements:
A. LICENSE REQUIREMENTS:
A. All Contractors must hold a current valid Certificate of Competency for Electrical Contractor, as required by the Florida Building Code, and, or, a Limited Energy Systems Specialty (ES) License; alternative certifications, such as Certified Fiber Optic Technician (CFOT), all which satisfies the type of work covered by the Contract at the time of RPQ submission and maintain same throughout the duration of the project. The certificate(s) is to be issued by:

1. The State of Florida Construction Industry Licensing Board, pursuant to the provisions of Section 489.115 of the Florida Statute and registered with the Miami-Dade County, Building Department or,
2. The Dade County Construction Trades Qualifying Board, pursuant to the provisions of Section 10-3(a) of the County Code. Holders of Miami-Dade County Certificates of Competency must also hold Certificates of Registration issued by the State of Florida Construction Licensing Board, pursuant to the provisions of Section 489.115 or Section 489.117 of the Florida Statutes.
   B. Proof of such Certificate(s) must be submitted at the time of initial response and maintained current throughout the contract period. The County may request proof of continued certification at any time during the contract period. Failure to provide such proof within five (5) working days from notification by the County shall result in the removal from the contract and the rejection of any current or future RPQ bid submissions.
   Subsequent to the commencement of the Contract, Miami-Dade County may require specific qualifications based on a Project’s scope of work. Such requirements will be included within the Request for Price Quotation.

B. EXPERIENCE REQUIREMENTS:
The Bidder must demonstrate that it has full-time personnel with the necessary experience to perform Project’s Scope of Work. This experience shall include work in successfully completed projects performed by the identified personnel whose bulk of work performed in Public Right-of-Way is similar in detail to the Project’s Scope of Work described in these Solicitation Documents. Demonstrate the experience requirement by:
Providing a detailed description of at least three (3) projects similar in detail to the Project’s Scope of Work described in these Solicitation Documents and in which the Bidder’s identified personnel are currently engaged or have completed within the past five (5) years. List and describe the projects and state whether the work was performed for the County, other government clients, or private entities. The description must identify each project:

1. The identified personnel and their assigned role and responsibilities for the listed project.
2. The client’s name and address including a contact person and phone number for reference.
3. Description of work.
4. Total dollar value of the contract.
5. Contract duration.
6. Statement or notation of whether Bidder’s referenced personnel is/was employed by the prime contractor or subcontractor, and
7. For completed projects, provide letters of certification of final acceptance or similar project closure documentation issued by the client and available Contractor’s performance evaluations.
   If Bidder is a joint venture, the joint venture entity, of whatsoever nature or qualifications, must be qualified as a separate and distinct entity, as required by the rules of the State of Florida Department of Professional Regulations. Joint Venture Contractors not otherwise qualified as set forth above, may submit Qualifications if they have initiated the process with the Florida Construction Industry Licensing Board and have received a letter from the Department of Professional Regulations (DPR) attesting that they have satisfied the requirements of the State of Florida Department of Professional Regulations pertaining to the Qualifications of Joint Ventures. Such letters must be submitted at the time of the award.
   Additional Qualifications:
   Personnel Certifications: Work must be performed under the direct supervision of a Journeyman Electrician who is an IMSA certified Traffic Signal Technician Level II or III, or equivalent certification approved by the County.
   Project Management: A dedicated Project Manager must be designated as the primary point of contact for coordination and invoicing.
   The County reserves the right to request additional information and/or contact listed people pertaining to the bidder’s experience.

C. INDEMNIFICATION AND INSURANCE REQUIREMENTS:
The Contractor shall furnish to Department of Transportation and Public Works, 111 NW 1 Street, Miami Florida 33128, Certificate(s) of Insurance which indicate that insurance coverage has been obtained which meets the requirements as outlined below:
A. Worker’s Compensation as required by Florida Statute 440.
B. Commercial General Liability for $1,000,000 each occurrence $2,000,000 aggregate including Products/completed operations. Miami-Dade County must be included as additional insured for on-going and completed operations.
C. Automobile Liability Insurance covering all owned, non-owned and hired vehicles for $1,000,000 combined single limit.
D. Umbrella providing excess coverage for a minimum of $3,000,000 each occurrence/aggregate. Terms to be not more restrictive than underlying coverages.
E. Professional Liability for $1,000,000 each occurrence, $2,000,000 aggregate covering claims arising out of the rendering or failure to render professional services or provision of products.
All insurance policies required above shall be issued by companies authorized to do business under the laws of the State of Florida, with the following qualifications:
The company must be rated no less than “A-” as to management, and no less than “Class VII” as to financial strength, by Best’s Insurance Guide, published by A.M. Best Company, Oldwick, New Jersey, or its equivalent, subject to the approval of the County Risk Management Division.
or
The company must hold a valid Florida Certificate of Authority as shown in the latest “List of All Insurance Companies Authorized or Approved to Do Business in Florida” issued by the State of Florida Department of Financial Services.
Miami-Dade County reserves the right, upon reasonable notice, to request and examine the policies of insurance (including but not limited to policies, binders, amendments, exclusions or riders, etc.)
