Tax Increment Financing Analysis Services

The Contractor must determine the potential net positive economic impact to the state using methodology and assumptions specific to each proposed project, analyze data made available by the applicant, collect and analyze additional information, provide verification of information, perform relevant statistical analysis, and submit a written report presented at a public meeting of the Kentucky Economic Development Finance Authority (KEDFA) board. The report must include estimated approved public infrastructure costs, feasibility of the project, estimated local and state tax revenues generated and displaced, and a determination that the project will not occur without the designation. For Residential Projects (at least 50% residential square footage), the Contractor will examine data and develop recommendations to the Cabinet in reviewing estimated expenditures, public infrastructure costs, project projections, and fiscal impacts.
