Purpose of Procurement
Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Proposal (eRFP) is being issued to establish one or more statewide contracts with one or more qualified suppliers who will provide Unified Communications Solutions.
This eRFP is being conducted by the Department of Administrative Services, through its State Purchasing Division, (DOAS). The resulting statewide contract(s) (if any) will be a Convenience source for all State of Georgia governmental entities subject to the State Purchasing Act, including but not limited to certain state offices, agencies, departments, boards, bureaus, commissioners, institutions and colleges and universities. The statewide contract(s) will also be available on a convenience basis to other governmental entities such as state authorities, local government, municipalities, cities, townships, counties, and other political subdivisions of the State of Georgia. All entities authorized to utilize the resulting statewide contract(s) shall be referred to collectively as Authorized Users.

While the intent of this statewide contract will be to allow a means for Authorized Entities to procure the equipment and related services as listed in this RFP, some product overlap between statewide contracts may occur. The items with the primary use as listed below offered on other statewide contracts will be excluded unless identified in this RFP and any attachments.
Any products not offered by any statewide contract supplier under the resultant statewide agreements are considered out of scope.
All Contracts are solicited and awarded based on good faith. Suppliers interested in winning state contracts must actively participate in the procurement process. Suppliers must not act opportunistically by attempting to interfere with the procurement process or the lawful award of state contracts. The selected supplier(s) will provide Unified Communications Solutions, including equipment and related services, to authorized users across the State of Georgia. The contract will be a Convenience source for state entities and available to other governmental entities. The specific performance requirements are detailed in Attachment B, the Performance Requirement Document (PRD).
