Chatham County in coordination with Effingham County, is soliciting Statements of Qualifications (SOQs) from qualified consulting firms to provide engineering design services for the Old River Road Widening Project. The project will be jointly funded by Chatham County and Effingham County on a 50/50 cost-sharing basis. The County presents this "Request for Proposals - Quality Based Selection" (QBS) to describe its needs and those criteria which will be used to determine selection of services.

SPECIAL PROVISIONS FOR PROCUREMENT-FEDERAL REQUIREMENTS
(The Federal Government is not a party to the contract and is not subject to any
obligations or liabilities to Chatham County, contractor, or any other party pertaining to
any matter resulting from the contract).
The following federal provisions in detail will apply and be included in the contract. The
following terms and conditions apply to the contractor and subcontractor.
The selected consultant shall provide all professional engineering, environmental, surveying, permitting, utility coordination, public involvement, and project management services necessary to develop the project through final construction plans and right-of-way acquisition documents in accordance with the GDOT Plan Development Process. Services include Phase I – Concept Development and Environmental Documentation, Phase II – Preliminary Design, Phase III – Right-of-Way Plans, Phase IV – Final Design, and project management services including monthly progress meetings, reports, and QA/QC reviews. Optional right-of-way acquisition services may also be authorized.
