The City of Atlanta, on behalf of the Executive Office of the Mayor, will shortly undergo a Request for Proposals
(RFP) process for the procurement of qualified organization(s) to provide Citywide Mobile Civilian Response and
Pre-Arrest Diversion Services. The selected contractor(s) will provide community-based crisis response, behavioral
health intervention, case management, care coordination, outreach, and diversion services designed to reduce
unnecessary law enforcement involvement and improve access to behavioral health, supportive services, and
community-based resources. Interested Offerors should possess demonstrated experience delivering trauma informed
crisis response and behavioral health services, coordinating with public safety agencies and community
partners, and successfully managing comprehensive diversion programs serving diverse populations. A Pre-
Solicitation Conference will be noticed and held to provide more details and address questions. We look forward to

The selected vendor(s) must coordinate and dispatch urgent, time-sensitive community response teams to respond to resident quality of life concerns submitted through ATL311 and non-emergency call diversion requests from E911; provide case management for up to one year; conduct ongoing community outreach and awareness building; maintain financial management including annual budgets and monthly invoices; collect, analyze, and report data; and provide training to City staff. Response teams must arrive within 30 minutes, operate Monday through Friday 7am-7pm, and offer services such as temporary housing, food, clothing, and case management enrollment.
