The contractor shall provide quality improvement (QI), data analysis, and reporting services related to breastfeeding outcomes for the Delaware Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Breastfeeding Peer Counselor Services. Services include data receipt, integration, and validation; breastfeeding outcome analysis; quality improvement assessment; quarterly breastfeeding quality reports; an annual comprehensive breastfeeding report; data visualization; technical assistance and consultation; data security, confidentiality, and compliance; and transition, continuity, and knowledge transfer. The contractor shall organize and manage the project based on five lifecycle phases: Planning, Configuration and Customization, Testing and Deployment, Operations and Support, and Project Transition-Out.
