The consultant will evaluate DelDOT's existing CTP prioritization criteria, methodologies, and tools; identify gaps relative to current and emerging policy priorities; develop an updated, data-driven prioritization framework that integrates equity, flood risk, growth data, multimodal accessibility, energy consumption, and freight considerations; streamline data integration and workflow; enhance public and stakeholder engagement; and provide actionable recommendations for implementation. The work includes an existing conditions assessment, development of enhanced prioritization criteria, data integration and methodology development, stakeholder and public engagement, and an implementation strategy. Deliverables include an Existing Conditions Technical Memorandum, Best Practices and Prioritization Process Pilot Program Alignment Review, Draft and Final Prioritization Framework, Data Integration and Workflow Enhancement Technical Memorandum, Stakeholder Engagement Summary, and Implementation Plan and Supporting Documentation.
