The contractor will produce a workplan, analytic framework, data collection plan, and implementation timeline; a comprehensive risk assessment evaluating natural, deliberate, cyber, and accidental threats and hazards to Delaware's energy infrastructure including hazard, exposure, vulnerability, and cyber risk assessments; a risk mitigation approach with cost-benefit analyses; and a written final report to be incorporated into Delaware's State Energy Security Plan. The contractor must work closely with Delaware energy sector stakeholders and convene at least two stakeholder meetings.
