The RFI seeks information on scalable, secure, and cost-effective alternatives to replace a legacy satellite-based distribution system providing approximately 30 channels to multiple correctional facilities statewide (approximately 19 facilities with approximately 16,500 inmates). The system is approaching end-of-life. The agency is interested in delivery technologies such as IPTV, Hybrid Fiber-Coax, streaming/VOD, and wireless/tablet integration; content and management features including customizable channel lineups, centralized management dashboard, and electronic program guide; security and compliance requirements including strict white-list capabilities, hardened hardware, and remote disable capability; and performance standards including 99.9% system availability, under 2-second video start time, and support for 100% concurrent usage.
