The State of Alaska Office of Procurement and Property Management is seeking a contract with a qualified Offeror to provide all transcription services for general, medical, and legal records to convert speech; either live or recorded, into written or electronic text document.
This contract will provide non-mandatory, as-needed transcription services for general, medical, and legal services. All State of Alaska governmental entities may use the contract resulting from this solicitation, including entities such as the Alaska Legislative Branch, the Alaska Court System, the University of Alaska, Boards and Commissions, and all State of Alaska political subdivisions, cities, boroughs, and school districts, and federally recognized tribes.

Proposals must be received no later than 9:30 A.M. Alaska Daylight Time on Monday, August 24, 2026. Late proposals or amendments will be considered non-responsive and not opened or accepted for evaluation.

The Contractor shall provide transcription services including general, medical, and legal transcription, as well as meeting minutes. Services include audio-to-text and video-to-text, secure file transfer, quality assurance, and compliance with applicable standards. The Contractor must have the capability for single and multiple speaker dictation, maintain a 98% accuracy rate, and perform all services in the United States without the use of artificial intelligence.
