The Federal Bureau of Prisons, Federal Correctional Complex (FCC Coleman), located at 846 NE 54th Terrace Coleman, Florida, 33521, intends to make a single award of an indefinite delivery/requirements type contract with firm fixed prices to a responsible contractor, who can provide Mortuary Services in accordance with the stated requirements. The provision of mortuary services may include, but is not limited to transportation, embalming, body preparation, clothing, filing of certificates and permits, casket, shipping, cremation, and burial services. Read statement of work (SOW) carefully. The current provider for FCC Coleman is Triple Alliance Enterprises Inc.
The Contactor shall provide mortuary and autopsy services for the inmate population incarcerated at average of approximately 17 cases per year. This solicitation should result in the offer of a contract award with a base year with four option years. The contract shall extend from the effective date of award (base year) October 1**, 2026, through twelve (12) months, September 30, 2027**, with the Government's unilateral right to exercise an additional four Option Years. The contract type is an indefinite delivery/requirements contract with fixed-firm unit prices. The four additional Option Years are as follows:

Solicitation number 15B30226Q00000016 is issued as a Request for Quotation (RFQ) and IS set-aside for 100% Total Small Business concerns. The North American Industrial Classification (NAICS) code is 812210, Funeral Homes and Funeral Services, with a small business size standard of $12.5 million.
All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7, System forward Management (SAM). This provision requires that all quoters doing business with the Federal Government to be registered in the SAM database for “All Awards”. Quoters shall include their Unique Entity Identification Number (UEI) number in their quotes. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees UEI number into the SAM database. Failure to complete the registration procedures outlined in the clause may result in elimination from consideration for award. For the purposes of this solicitation, all quoter’s SAM registration shall include NAICS code 812210. The solicitation period will be open from July 30, 2026, until August 27, 2026.
Contractors must comply with FAR 52.222-54, E-Verify Requirements, by enrolling in E-Verify within 30 days of contract award and beginning verification within 90 days of enrollment.
The proposals are due no later than 12:00 pm on August 27, 2026, however, this is a projected estimate, and contractors should refer to page 1 of the solicitation (Block #8) for the actual date quotations are due. Any questions about this solicitation, must be submitted in writting no later than 8/15/26 to the contracting officer.
The contractor shall provide complete burial and mortuary services for FCC Coleman, including picking up the body within two hours of notification, transporting remains to the contractor's funeral home, performing embalming and body preparation, providing caskets and outside containers, arranging for local burial, shipment of remains, or cremation, and coordinating with the FCC Chaplain and Contracting Officer. The contractor must be available 24/7 for telephone calls, provide all supplies and equipment, and comply with all state and interstate shipment laws. The contractor must also submit detailed itemized invoices for payment and notify the COR within 10 days of award of the cemetery utilized for local burials.
