This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Solicitation number 12445526Q0113 is issued as a Request for Quotation (RFQ) for MOF Elk Lick Dam Decommissioning & Restoration.
PROJECT SUMMARY: The USFS is pursuing a Purchase Order for decommissioning and restoration construction services on the Monongahela National Forest Elk Lick Dam. Work includes removal of an existing concrete gravity dam and restoration of a stable stream channel through the former reservoir footprint. Services shall be performed by the awardee in accordance with the specifications, terms, and conditions of this solicitation, including those found in the solicitation attachments.
SET-ASIDE: This solicitation is set aside 100% for Small Business entities under NAICS 237990 - Other Heavy and Civil Engineering Construction (Size Standard: $45M).

The work includes clearing and grubbing, preparation of upstream and downstream laydown and access areas, temporary access road improvements and stream crossings, staged reservoir drawdown, temporary low-flow bypass installation, staged controlled breach of the concrete dam, removal of downstream apron and appurtenant concrete within breach limits, removal and disposal or approved on-site reuse of concrete debris, on-site sediment excavation management, grading, downstream turbidity-control reach construction, restored channel construction, grade control and riprap stabilization, building large wood structures, erosion, sediment, and water-quality control, final stabilization, and revegetation. Base bid work includes a 30-foot breach in the existing dam, with additional breach widening and associated restoration as optional items in 10-linear-foot increments.
