HVAC REPLACEMENT FOR COLORADO RIVER AGENCY DETENTION FACILITY
The U.S. Department of Interior (DOI), Bureau of Indian Affairs (BIA), Western Regional Office (WRO), Phoenix, AZ intends to issue a Request for Proposal (RFP) Solicitation for the HVAC Replacement at the Colorado River Detention Center, Parker, Arizona. Acquire labor, equipment, materials, and services to procure professional mechanical services to remove failed or failing HVAC units and install new commercial-grade replacement units to restore full heating and cooling capacity.
This acquisition will be is issued under Indian Small Business Economic Enterprise set aside. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 238220 Plumbing, Heating, and Air-Conditioning Contractors. The project Performance Period will be 60 calendar days from the effective Notice to Proceed date.
Contractor registration in the Government's System for Award Management (SAM) is required in order to be eligible for the contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov.
The anticipated release date of the solicitation package is on or about the week of August 17, 2026. Once issued, solicitation documents will be available electronically for download at https://sam.gov/content/home. All responsible sources may submit a proposal and will be considered.
The contractor shall furnish all labor, materials, equipment, tools, and supervision to remove existing failed or failing HVAC units and install new commercial-grade replacement units. Work includes pre-installation field survey, equipment selection and submittal, refrigerant recovery, unit removal, new unit installation, all mechanical and electrical connections, ductwork inspection and repair, system commissioning, and operator training. All replacement equipment must be rated for continuous operation at outdoor ambient temperatures of 115 degrees Fahrenheit or greater. The contractor must comply with EPA Section 608 refrigerant handling, all applicable codes (2021 IMC, 2023 NEC, ASHRAE standards), and security protocols for the active federal detention facility. The performance period is 60 calendar days from the Notice to Proceed.
