The contractor will perform a research project in three phases: Phase I focuses on alignment between the contractor and NRC through a kick-off meeting and project plan. Phase II involves reviewing and improving technical criteria previously developed by NRC, including initial review and update of criteria (Task 2), furnishing technical content to NRC staff and independent evaluators (Task 3), collecting and resolving feedback (Task 4), and producing a Technical Letter Report Volume I (Task 5). Phase III (optional) involves reviewing a Reactor Trip System example case against the improved criteria, including updating the example case (Optional Task 6), providing technical evidence (Optional Task 7), collecting feedback (Optional Task 8), producing Technical Letter Report Volume II (Optional Task 9), and revising Volume I (Optional Task 10). Optional Task 11 provides tools for independent V&V. The contractor must also meet key personnel qualifications including a Principal Investigator with a PhD and 10 years of relevant experience.
