The Department of State Bureau for International Narcotics and Law Enforcement Affairs (INL) has a requirement to provide freight forwarding services for the Office of Western Hemisphere (WHP), in support of the Gang Suppression Force (GSF) mission in Haiti in accordance with Section C - Description/Specifications/Work Statement and the Exhibits contained in Section J of this contract.

Interested contractors shall provide their proposals via e-mail to the email addresses listed below. Proposals submitted must be in sufficient detail as to allow for a thorough government evaluation in accordance with the above mentioned attachments.
Proposals for this solicitation are due no later than Friday, August 21, 2026 at 5:00 PM EST.
Proposals must be valid for a minimum of 60 days.

The Contractor shall provide freight forwarding services for the U.S. Department of State, Bureau of International Narcotics Law Enforcement Affairs (INL), Office of Western Hemisphere (WHP), in support of the Gang Suppression Force (GSF) mission in Haiti. Services include receiving, inspecting, warehousing, packing, crating, and shipping various commodities such as aircraft parts, hazardous materials, ammunition, vehicles, law enforcement equipment, and general commodities. The Contractor shall arrange air and ocean freight from the Miami, FL area to Port au Prince, Haiti and vice versa, handle all import/export documentation, maintain a web-based tracking database, and provide monthly performance reports. The contract is a fixed-price indefinite-delivery, indefinite-quantity type with firm-fixed-price task orders.
